Details 
- Add tabbed navigation (License, Metrics, Help)
- Move Prometheus configuration to dedicated Help tab
- Separate static and runtime metrics with descriptions
- Add admin CSS for tab styling
- Add endpoint info, curl examples, and metrics reference in Help tab
